Seal the flange to the plenum with mastic after you screw it down - an unsealed start collar dumps conditioned air straight into the attic, and it is the leak nobody ever goes back and finds. Size it to the branch it feeds, not to the hole that is already cut.

A 16-inch round start collar used to connect round ductwork to a rectangular plenum box. The crimped end slides into standard round duct, and the flat flange mounts to the plenum with screws or duct tape. Used in new duct installations and adding supply runs to existing systems.

What is a start collar?
The fitting that starts a branch run off a plenum or a trunk. It mounts to the sheet metal and gives the flex or rigid duct something to connect to.
What size do I need?
Match the branch duct it is feeding. Do not start a 7 inch run on a 6 inch collar to make it fit - that restriction stays in the system forever.
Do I need a damper on it too?
If you want to balance that room, yes - either a damper built into the collar or one installed right after it. Balancing at the takeoff works; choking the register does not.
How do I install it?
Cut the opening, bend the tabs over inside the plenum, screw it down, then seal the flange to the sheet metal with mastic. An unsealed collar leaks conditioned air straight into the attic.
